What if Crane didn’t stop them from eating berries?

Exactly as the title implies. Does this detract the Capitol residents from the games, or does it simply make the ‘star crossed lovers’ more immortalized in a drama TV show kind of way? I.e. ‘They would rather die together than live apart.’ How would this implicate further games assuming the rebellion doesn’t start with Katniss and Peeta dead? Or does this make the districts rise up regardless? Are there further possibilities I haven’t mentioned?

Hopefully this is a new post/discussion as I haven’t seen it but I’ve only recently joined!
